Skills Framework
Within the Skills Framework, competencies are bifurcated into two distinct categories. The first category, Technical Skills and Competencies (TSC), encompasses the occupation-specific knowledge and abilities an individual needs to perform their job tasks effectively.
In contrast, Critical Core Skills (CCS) are essential, transferable competencies, such as communication and problem-solving skills, that are vital for employability and success in any professional environment. (Download: TSC/CCS Excel here)
It is important to understand that there are specific regulations governing course applications, as course application fees are non-refundable. For instance, the Critical Core Skills framework is granted exclusively to certain Training Providers. (Download: Training Providers Appointed for CCS here)
Please be advised that not all frameworks and TSCs are available for application. Access to other TSCs may be restricted to specific providers (e.g., IHLs), while development under certain frameworks is contingent upon receiving prior endorsement from a relevant public agency. Subject Matter Experts
A cornerstone of effective courseware development is the integration of industry knowledge. Leveraging our extensive network, we will connect you with the most suitable and appropriate industry practitioners to deliver your course. It is a mandatory requirement that both trainers and assessors for WSQ courses be certified with either the Advanced Certificate in Training and Assessment (ACTA) or the Advanced Certificate in Learning and Performance (ACLP).
To further support your course delivery, we will facilitate connections through the official Institute for Adult Learning (IAL) directory. (See: IAL Directory) Alternatively, should you already have a preferred subject matter expert or a trainer to work with, we would be delighted to collaborate with them.
While we facilitate introductions to our network of industry professionals, TwoBirds operates independently from them. The engagement terms and professional fees are established directly between your organisation and the trainer. We serve purely as a facilitator to connect your organisation with these qualified individuals.
Course Proposal
We apply instructional design principles to construct an effective learning journey. This includes employing frameworks such as Bloom's Taxonomy to ensure learners progress from foundational knowledge to higher-order thinking, and the ADDIE model to guarantee a systematic development cycle from analysis through to evaluation.
To foster an optimal learning environment, we integrate a range of instructional strategies, from hands-on demonstrations to targeted gamification, always applied in a context that promotes engagement and knowledge retention. It is a mandatory requirement to include at least two distinct assessment methods.
Should your courseware requires physical props or specific materials to facilitate instruction or assessment, we will assist in sourcing these items. This service is provided on a direct pass-through basis. The cost will be billed at the exact supplier rate, inclusive of any transportation charges, with no additional administrative or handling fees. Audit Clarifications
Following the submission of your course proposal, SkillsFuture Singapore (SSG) will appoint an independent auditor to conduct a thorough review of the course proposal. The audit clarification process typically involves a series of clarifications designed to ensure the course's robust alignment with the national Skills Framework.
The standard turnaround time for responding to the auditor clarifications is five working days; our team is committed to addressing all clarifications promptly. In the event of a non-approval, a formal appeal process can be initiated. Our role in this scenario is to draft and file an appeal based on the substantive merits of the case.
For reference, the initial application fee for a single WSQ Course Accreditation is S$654.00 (inclusive of GST). Should an appeal be necessary, please be advised that a separate, non-refundable appeal fee of S$381.50 (inclusive of GST) is payable to SSG.
Course Approval
Once your courseware is approved, we will commence with the development of the remaining documents. The deliverables include:
a. Learner Guide / Course Materials for Learners or equivalent.
b. Trainer Guide / Facilitator Guide or equivalent.
c. Lesson Plan.
d. Assessment Plan (including assessment procedures and questions).
Post course approval, SSG may conduct a Course Quality Check (CQC) to review your delivery materials. You can be confident that our work will satisfy this criteria, which includes alignment with learning outcomes, adherence to assessment principles (POA & ROE), and relevancy of all training materials.
In addition, we provide one complimentary marketing collateral, designed for use on your website or social media platforms. We advise our clients to ensure all marketing materials comply with SSG's official marketing guidelines, as non-compliance may lead to penalties ranging from advisory letters to suspension or termination of a training provider.
